A fuse in a control protects the circuit from excess current from loads that exceed the circuit's current rating.

For a fuse to blow, the current must be high enough and be sustained LONG enough. A slow-blow fuse on a variable stage is rated to allow the inrush current found on these loads and therefore takes a sustained level of over- current to blow.

There are some overload situations where the fuse doesn't blow because there is high voltage but not high enough current.
